I believe that the efficiency gap is NOT created to compare % seat wins to % of statewide votes won by the two parties. Rather, it compares % seats won to the average % of votes in all the districts in the state. Thus, a district with many fewer voters (due to the presence of non citizens or uninvolved people who don’t bother to vote) has an unfairly larger factor than a district with many more active voters.
